That one is totally up to you. It comes in handy while tanking raid bosses and in PvP, but as for normal grinding we can't see the use. In all cases max out Transference, Vanguard and have atleast 1 point in onslaught. There have huge swg credits stock in our site, just order it when you dont have time to farm gold.
For Grinding you can level up recover and perseverance, have 1 point in Divine Strike to pull single targets in groups of mobs. Then you can Level up perseverance, reflect blow for dungeon bosses. Generate as much threat as possible, level up Threat, Enrage, Defiance, and have one point in Challenge for Dungeons.
The important part is PVP. Max out Judgement, Aegis, Divine Ward, Onslaught (only level onslaught if you expect to have no priest movement buffs so if you have no friends or a guild that you roll with then level this up). Optional things you can do is level up shield smash to level 9 to receive 1 extra second of stun and level up Martyr to buff Relic Carrier in Star Wars Galaxies.
Bring Deliverance to save your allies in battle when opportunity arise (use this only if you have Water pran that boosts your MP, no need to level this). And if you want to tank well just forge a superior shield and level it up to +4.
